Federica Mogherini is the Rector of the College of Europe (since September 2020) and Director of the Pilot Programme of the European Diplomatic Academy, implemented by the College of Europe (since August 2022). Previously, she has served as the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission (2014-19).

Prior to joining the EU, she was Italian Minister for Foreign Affairs and International Cooperation (2014), and a Member of the Italian Chamber of Deputies (2008-14). In her parliamentary capacity, she was Head of the Italian Delegation to the NATO Parliamentary Assembly and Vice-President of its Political Committee (2013-14); member of the Italian Delegation to the Parliamentary Assembly of the Council of Europe (2008-13); Secretary of the Defence Committee (2008-13); and member of the Foreign Affairs Committee. She also coordinated the Inter-Parliamentary Group for Development Cooperation. She has co-chaired the United Nations High-Level Panel on Internal Displacement from January 2020 to September 2021.

Federica Mogherini is a member of the Board of Trustees of the International Crisis Group and of the Rockefeller Brothers Fund, Fellow of the German Marshall Fund, member of the Board of Directors of the Italian Institute for Foreign Affairs (IAI) and member of the American Academy of Arts & Sciences. She was a member of the High Level Reflection Group of the Council of Europe. She has a degree in Political Science from the University of Rome "La Sapienza".

She was born in Rome in 1973, lives in Belgium and has two daughters.

Ms Irena Moozová is a Deputy Director-General at the European Commission for International Dimension of Justice Policies, Rule of Law, and Equality and also acting Director for Equality and Non Discrimination in its department for Justice (DG JUST). She is a Czech national and joined the Commission in 2006 as Head of EU Representation in Prague.

Between May 2010 and April 2017, she was heading the Unit in charge of supporting the Commission Representations, in the Directorate-General for Communication (DG COMM). From 1991 until 2006, she had been working at the Ministry of Foreign Affairs of the Czech and Slovak/Czech Republic in various management positions, such as Head of the Department of Internal Administration (1993-1995), Deputy Director of the Department of the Human Rights (1999-2000) and as a team coordinator at the NATO Summit (2002). She had served as Czech Deputy Ambassador in Madrid (1995-1998), Deputy Ambassador of the Czech Republic to the OSCE in Vienna (2000-2004) and the Permanent Representative of the Czech Republic to the UNESCO in Paris (2004-2006).

Ms Moozová graduated at the Prague Charles University Faculty of Law and she has completed postgraduate studies at Diplomatic Academy in Madrid. She is married and has two daughters.

John Morijn is professor of law and politics in international relations at the University of Groningen Faculty of Law and 2023-24 Fellow in Law and Public Policy at the School of Public and International Affairs at Princeton University. He is also the chair of the scientific committee of the European Union Agency for Fundamental Rights. He previously served as a senior human rights law adviser at the Dutch Ministry of the Interior and Kingdom Relations (2009-2015) and the head of unit for that same ministry at the Dutch Permanent Representation to the European Union (2015-2018) and Commissioner at the Dutch national human rights institution (2019-2023). He is the founding mentor of Our Rule of Law, a for-students-by-students initiative to engage youth in creating pan-European solutions to the rule of law crisis, currently focused on promoting first-time voting in the European Parliament elections of June 2024.
